The (petro) chemical industry runs 24 hours a day, 365 days a year. Large sites where dozens or even hundreds of people are at work every day. And during maintenance stops or new construction projects, thousands of people may be working simultaneously.

Giving this flexible workforce safe access to the site and at the same time complying with all applicable laws and regulations is quite a challenge; identification and authentication, registration and giving and/or checking whether the safety instructions are still valid, takes a lot of time and work, sometimes resulting in unnecessary waiting hours.

Nobian works with Secure Logistics to further improve security

Nobian, a subsidiary of Nouryon, is a European leader in the production of salt, chlor-alkali and chloromethanes, which are essential for the production of disinfectants, durable lightweight plastics, aluminium, pharmaceuticals and other products. Headquartered in Amersfoort, the company has 1,800 employees and plants in the Netherlands, Germany and Denmark.

In The Netherlands the company has five production locations, an R&D and Innovation centre and two office locations. In its portfolio Nobian has a number of leading brands like Eka, Dissolvine, KNZ and JOZO salt.

ISPS location
The production location Nobian Botlek is an ISPS location. This means that every person who enters the site must be identified and registered. Hundreds of contractors, drivers and visitors enter the grounds every day. To make the access process safe and reliable, Nobian has chosen to work with the XS-Key in combination with biometric verification.  In this way, everyone who enters the site is 100% identified in a privacy-proof manner.

As far as Bert Meijer, Coordinator Emergency Response & Security, is concerned, this should become the standard in the future when it comes to safety and security. When asked, he explains how the collaboration with Secure Logistics came about: 'The Request access management system was supplied by Transquest. Secure Logistics already had a partnership with Transquest at several locations in the region, so the XS-Keys seemed to fit in well with Request. That's where the cooperation started. Transquest supplied the access management system and a large part of the hardware, Secure Logistics linked its software and supplied the Fingervein scanners. Contractors, drivers and other users of the XS-Keys can now use their XS-Key to enter the site automatically. This speeds up the process considerably and is also much more user-friendly and secure. Producing proof of identity every time is not only inefficient, it is also not privacy-friendly'.

The interface with the Deltalinqs platform saves Nobian time and ensures a watertight control.

Bert continues: Nobian uses the Deltalinqs platform for the gate instruction and company-specific instructions. Contractor employees and other visitors follow these instructions at our location in a special training room. Via the interface with the Digital Safety Passport, the results - provided the person has passed, of course - are ready immediately and can also be credited to the DSP on location. The validity of the instructions is monitored by the DSP itself. We no longer put stamps in booklets and do not use paper certificates'.

All the information is on the DSP and that replaces the fraud-sensitive paper security passport. The information is checked automatically at the barrier. That way we know that everyone entering the site has all the required, valid instructions. And that the person is who they say they are. Especially that reliability is very important to us,' concludes Bert.

When asked, Bert Meijer explains: 'The replacement of the paper safety passport was necessary for us. Situations have arisen more than once where people have been refused entry because of doubts at the gate. We work with toxic substances and that requires extra attention. Now, everything is under the supervision of a specially trained security guard, who has followed a licensee training course at Deltalinqs (the entrepreneurs' association of the port and industrial companies in Mainport Rotterdam). The supervising security officer is authorised to add information to the XS-Keys. This way, the security of the system is monitored. As said, once at the gate, all checks are automated'.

Nobian is working on expanding with Secure Logistics

At the moment, only the Rotterdam Botlek branch is working with the XS-Key system, which was implemented there in 2018.  'Nobian Delfzijl, also an ISPS location, works with a different access management system and does not yet have an interface with the XS-Key system. They too see the advantages in the field of efficiency, safety and security and are considering to collaborate with Secure Logistics as well,' says Bert.

How does Nobian rate Secure Logistics?
Nobian gives the service of Secure Logistics an 8. Bert Meijer: 'We are very satisfied with the product and the service. Achieving a 10 is difficult, because it is a collaboration between multiple parties. This always brings challenges. For example, for some inexplicable reason, we are unable to validate a number of XS-Keys. We have not yet found out which of the parties can solve this. However, Secure Logistics provides us with sufficient support and we are working on a solution," concludes Bert.
