Seveso III companies do everything in their power to guarantee safety on their premises and in the surrounding area. That is why you cannot just walk through the gate and certainly not just go to work. Specific requirements are imposed on anyone entering the premises, such as a  compulsory safety instruction or having a valid VCA certificate. 

If hundreds or even thousands of people are entering the site every day, just as many certificates, paper books or badges have to be checked. The Digital Safety Passport was developed by and for the industry to make this process smarter, more reliable and more privacy-friendly. To accelerate this switch from paper to digital, this initiative has been awarded a so-called Safety Deal as part of the  safety subsidy scheme. The Safety Deal DSP has now been successfully completed.  

The final report 'EVALUATION SUBSIDIEREGELING OMGEVINGSVEILIGHEID (SVO) EINDRAPPORT' dated 5 October 2020 by SPPS Consultants BV evaluates the usefulness and necessity of the SVO scheme based on the Safety Deals awarded to date. A total of 31 Safety Deals have been awarded, 13 of which have been completed. The report shows that the Safety Deal DSP:

- One of the four SDs with a high impact on environmental safety;
- one of the two SDs that have been followed up without further funding;
- Is one of the seven Safety Deals that are widely applied. 

One of the conclusions is that all Safety Deals have achieved a sustainable effect. At the same time, the researchers recommend that, when allocating the SDs, the focus should be on coherence with strategic agendas and the findings of the annual State of Safety report, and that synergy with other themes, such as cyber security, energy and sustainability, should be encouraged. 

The report has meanwhile been presented to the 'Tweede Kamer'. The scheme itself will be extended for five years. The total available subsidy for new Safety Deals is €2 million per year.
